It was announced by the Penang Chief Minister, Chow Kon Yeow that Penang state government and himself are willing to take the risk of being sued by the Federal government on delaying the implementation of the Conditional Movement Control Order (CMCO). He mentioned in his Facebook live on May 3 that Penang will be enforcing the CMCO on May 8 and that from May 4 to May 7 will be the preparation period for business owners to prepare hand sanitizer, understand the Standard Operation Procedures (SOP), etc.

He revealed that the restoration of the economy in Penang will be separated into 3 phases. However, this announcement has raised the attention of Malaysia's former Prime Minister, Najib Razak. Najib posted on his Facebook yesterday, mocking the Penang CM as 'geng Menteri Kewayangan', as reported in Oriental Daily.

He too posted out the screenshot of Sinar Harian's report and circling the date. He mentioned in his Facebook post that, "it's only 4 days apart, what are you trying to protect?", indicating that the Penang CM is just trying to pretend as a hero.

According to Oriental Daily, the 3 phases stated by Penang CM are:

Phase 1 (May 4-May7): The preparation phase

Phase 2 (May 8-May 12): The adaptation phase

Phase 3 (May 13 onwards): The reopening phase
