Having a Kad OKU is more than official recognition of a disability. For registered Malaysians, it can also open the door to various financial assistance schemes, healthcare benefits, tax reliefs, transport concessions and other government support.
However, eligibility varies depending on your circumstances, income, disability category and the specific requirements of each agency. Here are some of the benefits you may be entitled to if you have an OKU card.
RM450 Monthly For Working OKU
If you are an OKU who is working or self-employed, you may qualify for Elaun Pekerja Orang Kurang Upaya (EPOKU).
Eligible recipients can receive RM450 per month, subject to JKM's requirements. Applicants generally need to be at least 16 years old and meet the relevant income criteria.
RM300 Monthly If You Are Unable To Work
For eligible OKU who are unable to work, Bantuan OKU Tidak Berupaya Bekerja (BTB) provides financial assistance of RM300 per month.
Medical and income requirements apply, and recipients generally cannot receive BTB and EPOKU at the same time.
RM500 For Eligible Caregivers
Caregivers may also qualify for Bantuan Penjagaan OKU Terlantar, which provides RM500 per month to eligible caregivers.
The assistance is intended for the care of bedridden OKU or chronically ill individuals who require ongoing support. The payment is made to the eligible caregiver rather than directly to the person receiving care.
Free Government Healthcare
Registered OKU can enjoy exemptions from certain healthcare fees at government facilities.
This includes exemptions for outpatient treatment, as well as certain fees related to Class 3 inpatient treatment and registration. The exemption is subject to the applicable government healthcare rules.
Public Transport Concessions
An OKU card can also help reduce public transport costs.
For example, eligible OKU cardholders can receive 50% off KTM Komuter fares. Rapid KL also provides concessions through the Rapid Mesra programme for eligible cardholders.
In addition, Rapid KL On-Demand offers free rides for Rapid Mesra cardholders on eligible services.
Road Tax Exemption
Eligible OKU may apply for a road tax exemption through the relevant JPJ process.
The exemption can apply across different disability categories, but specific requirements depend on factors such as the vehicle, ownership and the applicant's circumstances.
Free Malaysian Passport
Registered OKU are exempted from Malaysian passport fees.
However, OKU passport applications must be made at an Immigration counter, rather than through the standard online application process.
RM7,000 Additional Tax Relief
Starting from Year of Assessment 2025, registered OKU can claim an additional RM7,000 tax relief.
This is on top of the standard individual tax relief of RM9,000. To claim the additional relief, the individual must be officially certified and registered with JKM.
RM6,000 Tax Relief For A Disabled Spouse
If you have a disabled spouse, you may be entitled to an additional RM6,000 tax relief, subject to LHDN's requirements.
This relief is separate from the general spouse or alimony-related tax relief.
Tax Relief For OKU Children
Parents may also receive tax relief for a disabled child.
An RM8,000 relief may be available for an unmarried disabled child. If the child is aged 18 or above and pursuing qualifying higher education, a further RM8,000 may apply, subject to the relevant conditions.
Up To RM6,000 For Support Equipment
Taxpayers may be able to claim up to RM6,000 for qualifying basic supporting equipment.
The relief can cover eligible equipment purchased for the taxpayer, disabled spouse, child or parent, provided the relevant LHDN conditions are met.
Tax Relief For Learning Disabilities
Parents of children with qualifying learning disabilities may also be able to claim tax relief for certain expenses.
These can include eligible costs related to assessment, diagnosis, early intervention and rehabilitation, subject to LHDN's requirements and supporting documentation.
Education Assistance
Students with special educational needs may qualify for financial assistance.
Eligible students under Program Pendidikan Khas Integrasi (PPKI) may receive the Elaun Murid Berkeperluan Pendidikan Khas (EMBPK).
At the higher education level, eligible OKU students may also apply for Bantuan Kewangan Orang Kurang Upaya (BKOKU).
Business Assistance
If you are an OKU looking to start or expand an income-generating activity, you may be able to apply for Geran Pelancaran.
This one-off assistance can help eligible applicants with necessities such as equipment and other expenses related to starting or developing a small business.
Selected Government Fee Exemptions
Registered OKU may also qualify for exemptions from selected government service fees.
These can include certain fees related to MyKad services and searches for birth or death certificates, depending on the service and applicable conditions.
50% Off Selected .MY Domain Registrations
For OKU who run websites or online businesses, there is another lesser-known benefit worth knowing about.
Registered OKU can receive a 50% rebate on selected .MY domain registrations under MYNIC's PRIME programme, subject to eligibility and programme conditions.
Who Can Get An OKU Card?
The Kad OKU is available to Malaysian citizens who meet JKM's criteria for registration as a person with a disability.
JKM recognises seven disability categories:
